Job Purpose
The overall purpose of this job is to provide day-to-day operational leadership and management of the Radiology Department, ensuring safe, timely, patient-centred and high-quality diagnostic imaging services. The Radiology Manager is responsible for workforce coordination, service delivery, equipment and resource utilisation, quality and safety systems, regulatory compliance, performance monitoring and continuous improvement, while supporting the Head of Department in implementation of the department’s clinical, operational and strategic objectives.

Responsibilities and Accountabilities
1. Service operations – Plan, coordinate and oversee daily radiology operations across modalities and service areas to maintain safe patient flow, appropriate staffing, efficient utilisation of imaging capacity and continuity of service.

2. Workforce management – Prepare and manage duty rosters, allocate staff according to workload and competency, monitor attendance and leave, support recruitment and onboarding, and address operational performance issues in line with hospital policy.

3. Quality and patient safety – Ensure imaging protocols, quality assurance and quality control processes are implemented, audited and continuously improved; investigate incidents, near misses, complaints and service failures and ensure corrective actions are completed.

4. Equipment and infrastructure – Monitor equipment performance, uptime and preventive maintenance; coordinate fault reporting, service visits and contingency arrangements; contribute to equipment replacement planning, procurement specifications and acceptance processes.

5. Performance and turnaround time – Monitor departmental workload, waiting times, examination completion, reporting workflow and turnaround-time indicators; identify bottlenecks and implement corrective operational measures in collaboration with radiologists, radiographers and other stakeholders.

6. Governance, data protection and documentation – Ensure departmental policies, SOPs, imaging protocols, operational records, audits, mandatory registers and statistical records are accurate, current, appropriately approved and maintained under document-control requirements. Ensure compliance with patient confidentiality, data-protection requirements, appropriate access to patient information and hospital accreditation standards.

7. Protocols, SOPs and document control – Coordinate the development, review, implementation and periodic updating of departmental SOPs, imaging protocols, work instructions and operational guidelines in collaboration with the HoD, radiologists and relevant subject-matter leads; maintain appropriate records of approval, revision and staff communication.

8. Radiation safety – Support implementation of departmental radiation-safety requirements and work collaboratively with the Radiation Safety Officer (RSO) to ensure staff compliance, appropriate escalation of radiation-safety concerns and completion of required corrective actions.

9. Resource and cost management – Support annual budgeting and cost control; monitor consumables, contrast media, stock levels, overtime and other departmental resources and ensure appropriate utilisation and accountability.

10. Staff development – Identify training needs, coordinate induction and competency assessment, support CPD and in-service education, and promote a culture of professionalism, teamwork, accountability and continuous learning.

11. Stakeholder coordination – Liaise with the HoD, radiologists, nursing, wards, clinics, theatres, emergency services, IT, biomedical engineering, procurement, finance and other departments to resolve operational issues and improve patient pathways.

12. Digital systems and improvement – Support effective use and governance of radiology information systems, PACS/reporting workflows and departmental digital tools; participate in service redesign, automation, data-quality and improvement projects.

13. Service development and change management – Support implementation of new imaging services, equipment, workflows and departmental systems, including staff readiness, documentation, training, operational rollout and post-implementation review.

14. Leadership and escalation – Act as the operational focal point for the department, communicate priorities clearly, manage day-to-day escalations and promptly refer clinical, medico-legal, regulatory, financial or strategic matters requiring HoD authority.

Key Performance Indicators
· Patient waiting time and departmental turnaround-time performance

· Imaging equipment uptime and preventive-maintenance compliance

· Staffing coverage, roster compliance, attendance and overtime control

· Number and closure rate of incidents, complaints, audit findings and corrective actions

· Patient experience / satisfaction indicators

· Protocol, quality-control, safety and mandatory audit compliance

· Timely review and document-control compliance for departmental SOPs, protocols and work instructions

· Departmental productivity and utilisation by modality

· Stock availability, wastage and budget/resource performance

· Staff training, competency and CPD compliance

· Accuracy and completeness of departmental operational data and reports

· ≥95% compliance with designated digital radiology workflows, including completeness, accuracy and timely entry of required departmental data

Minimum Qualifications, Regulatory & Legal Requirements
· Bachelor’s degree or Diploma in Radiography and Medical Imaging from a recognised institution; a relevant Bachelor’s degree is preferred for the managerial role

· Postgraduate qualification or formal training in healthcare management, leadership, quality management or a related field is an added advantage

· Previous experience working within a JCI-accredited hospital or participation in Joint Commission International (JCI) accreditation, survey preparation or quality-improvement activities is an added advantage

· Minimum of 5 years’ relevant radiology/imaging experience, including at least 2 years in a supervisory, team-lead or management role, preferably in a hospital environment

· Current professional registration/licensure and good standing with applicable Kenyan regulatory requirements for the individual’s professional scope

· Demonstrated knowledge of patient safety, data protection, quality management and healthcare accreditation requirements, with working awareness of radiation-protection requirements

· Training in Basic Life Support (BLS) and other mandatory hospital safety requirements as applicable

Continuous Professional Development
· Maintain required professional CPD points and mandatory statutory/institutional training

· Undertake continuing development in leadership, quality and patient safety, digital radiology and service management

Competencies and Attributes
· Strong operational leadership, people-management and problem-solving skills

· Sound knowledge of radiology workflows across X-ray, CT, MRI, ultrasound, mammography and fluoroscopy

· Ability to develop, review, implement and audit departmental policies, SOPs, imaging protocols, work instructions and quality systems, with appropriate document control and staff communication

· Knowledge of healthcare accreditation standards and ability to support departmental readiness for accreditation surveys, audits and continuous quality-improvement activities

· Knowledge of MRI safety, contrast safety, infection prevention and patient-care standards, with working awareness of radiation-safety requirements

· Competence in workload planning, rostering, performance management and resource allocation

· Digital Systems & Workflow Competency – Proficiency in the use of radiology digital workflow systems, with the ability to supervise staff use, monitor workflow performance, identify process issues, support adoption of system changes and ensure accurate use of digital tools across the department

· Ability to interpret operational data, KPIs and trends and translate findings into improvement actions

· Working knowledge of PACS/RIS, hospital information systems and digital workflow tools

· Strong communication, conflict-management and stakeholder-engagement skills

· High level of integrity, confidentiality, accountability and attention to detail

· Ability to work effectively under pressure and coordinate response to service disruptions or urgent operational issues

Work Environment
Working Environment: The job is primarily hospital/department based and includes office, clinical imaging and service-coordination activities. The role may require attendance outside normal working hours for urgent operational matters, major equipment failures or service continuity issues.

Job Hazards: Potential exposure to ionising radiation, magnetic fields, contrast agents, infectious risks and other healthcare workplace hazards. Appropriate monitoring, training, PPE and safety controls must be observed at all times.
